Operations / Administration Director of Planning, Enrollment and Charter Schools
Job Description
JOB SUMMARY:
Direct a wide range of activities related to student population management including the demographic planning, interagency relations, and facility maintenance functions of the district. Develops and promotes good community relations among various district, school, and community clientele. Manage the district’s short- and long-range demographic planning efforts, including tracking new development and determining its impact to district operations, management of the Geographic Information System (GIS) and mapping efforts, and real estate acquisition and disposal. Generate enrollment forecasts for overall enrollment and individual schools structured in a manner that assists with annual and multi-year staffing and budgeting. Oversee and support the Admissions functions of the District. Supports all aspects and tasks associated with new charter school applications, new charter schools training on district policies and procedures, and supporting existing charter schools. Provides the students, parents, and district staff with efficient and effective support for charter schools. Conduct institutional analysis and real estate research activities associated with student yield, housing price ranges and dwelling types, generalized enrollment growth and decline by small area, birth rate dynamics, school efficiency studies, and applied research as necessary in support of data requests and fiscal initiatives originated by district leadership.
DUTIES AND RESPONSIBILITIES:
The following tasks describe the basic functions of the job; not all tasks may be performed by each employee. Duties and assignments may vary based on building assignment and academic year. The following frequencies and percentage of time spent are approximations only.
- Research and analyze data on land development activities to determine the impact of housing growth on the district. Identify potential problems, need for new school facilities, and boundary changes. Lead the boundary setting/boundary change process with the Long-Range Facility Planning Committee (LRFPC), Educational Operations Leadership Team, Superintendent’s Cabinet, and the Board of Education. Maintain all mapping activities for district boundaries, individual school boundaries, and overflow attendance boundaries. [Weekly, 5%]
- Collect and interpret demographic, housing, and economic information to assist the district in various planning efforts. Cultivate and maintain collegial relationships with other school district planners to evaluate trends in enrollment, demographics, and residential growth. [Daily, 5%]
- Develop annual five-year enrollment forecast for each school. Assist in determining need for facility changes such as remodels, mobile moves, and attendance area adjustments based on academic program changes, enrollment, and capacity. Calculate build-out forecasts and use forecasts to determine the need for constructing new school facilities. [Annually, 5%]
- Proactively provide recommendations for improvement to the District’s School of Choice process to ensure efficiency of operations while ensuring accountability to provide fair and open access to students without discrimination. [Weekly 5%]
- Authorize contracts with charter schools that articulate the rights and responsibilities of each party regarding school autonomy, funding, administration & oversight, outcomes, measures for evaluating success or failure, performance consequences, and other material [Weekly 10%]
- Implementation of the comprehensive Charter application process that includes clear application and guidance; has open communication with all applicants; has transparent and rigorous scoring criteria; engages experts in the review of applications. Track new Charter School applications, direct the charter review process, and train new charters on district policies and procedures. Conduct consistent Charter School contract oversight that evaluates performance and monitors compliance to include regular reporting and maintenance of records. [Weekly 15%]
- Provide annual performance reports on charter performance and charter [Annually 10%]
- Maintain open communication and use academic, financial, governance and operational performance data to make merit-based renewal decisions, establish clear criteria for charter renewal and revocation, and revoke charters when necessary to protect student and public interests. [Weekly 15%]
- Meet with city planners and land developers to determine land use plans for new developments. Collaborate with city planners, developers, and design firms regarding school planning issues. Represent the district at local councils, commissions, planning committees, and boards. Coordinate and negotiate, as appropriate, with land developers and city planning department regarding school site dedications and cash-in-lieu of school site dedication. Prepare response to referrals and lead efforts to acquire and sell property as necessary. [Daily, 5%]
- Manage the development, implementation, and operation of the district’s school planning systems and GIS databases used for planning purposes. Provide data and GIS assistance to support the strategic mission of the district. Prepare and maintain a facility master plan. [Daily, 5%]
- Supervise assigned staff, including planning, assigning, and directing work, addressing complaints received and resolving problems, training employees, appraising performance, and assisting with hiring and disciplining. Handle human resource matters in accordance with district policy and procedures. [Daily, 5%]
- Maintain real estate records, critical legal documents, and historical files of district-owned facilities. Work with professional consultants to perform site analyses. Coordinate with Legal Services concerning real estate transactions. [Weekly, 5%]
- Provide support to the LRFPC through supplying data and related analyses, preparing reports, and otherwise assisting in their efforts regarding facility needs and attendance boundaries. Manage committee membership and conduct annual interviews to fill vacant stakeholder positions on the LRFPC. [Quarterly, 5%]

MINIMUM QUALIFICATIONS:
- Bachelor’s degree in finance, accounting, economics, education, urban planning, or related
- Four (4) years of experience in urban planning or education/institutional planning or research
- Experience with the development of efficiency standards and indicators, municipal correspondence, growth impact assessment, and institutional facility planning.
- Exposure to school district operations, institutional architecture, education research and effective instructional practice, and how these are affected by facilities.
- Intermediate knowledge of Federal, State, and local laws and ordinances related to job duties.
- Intermediate knowledge of ArcGIS adequate to facilitate geo-coding student data, editing and updating shape files associated with school boundaries and school locations, digitizing active developments, acquiring, and manipulating parcel files and other City and County data necessary for various efficiency, utilization, and growth studies. Knowledge of ESRI capacity for on-line hosting of map-based material and mechanisms for outsourcing necessary services to achieve address look-up capacity and maintenance of data for student addresses and associated school boundaries.

- Criminal background check and fingerprinting required for hire.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
All certifications, licenses, and registrations must be valid and unexpired.

- Master’s degree
- Six (6) years of experience in educational or institutional planning
- Experience working with and/or within public entities, specifically public and charter school
- Experience working directly with people from diverse racial, ethnic, and socioeconomic

PAY AND BENEFITS:
SALARY RANGE: $95,400-$140,100
