SUMMARY: This position oversees insurance needs for three primary areas; property & liability; workers’ compensation claims/programs; and employee safety/wellness programs/issues. This role is the primary contact and processor of workers compensation claims working closely with claims adjusters, health care professionals, investigators, and client attorneys. Employee manages the District’s property and liability insurance policies and processes for all property damages, vandalism, and casualty claims. Other responsibilities are designing and implementing Occupational Safety and the District’s employee Wellness Programs. And accountabilities include annual budgeting and financial recommendations regarding insurance needs, vendors, and costs as well as risk policies and related matters. This position is considered a technical resource to District staff regarding risk insurance and related matters and as such is expected to facilitate positive staff interactions providing the highest standards of professionalism and customer service.

EDUCATION AND RELATED WORK EXPERIENCE:
- Minimum Bachelor’s Degree in Business Administration, Management, Risk Management, or other related field*;
- Minimum three years’ administrative experience in self-insured organization preferred;
- Minimum three years’ experience in workers compensation claims adjuster/specialist in large organization required;
- Additional experience in property casualty insurance or asset/risk management preferred;
*Acceptable equivalent of education and/or experience will be at the sole discretion of the District
LICENSES, REGISTRATIONS or CERTIFICATIONS:
- Criminal background check required for hire;
- Valid Colorado driver’s license or valid Colorado identification;
- Attend and successfully complete Colorado Department of Workers Compensation Training within 6 months of hire;
- Attend and successfully complete Colorado Governmental Immunity Training (CGIA) within 6 months of hire;
- Attend and successfully complete any additional staff development training as required by state law or as directed.
TECHNICAL SKILLS, KNOWLEDGE & ABILITIES:
Legal Knowledge – Risk Manager must possess a working knowledge of and promote and enact federal, state, and District education policies, standards, and procedures. This position is responsible for supporting District systems in understanding and abiding by legal and ethical boundaries as outlined in the:

Cultural Awareness – Risk Manager must also possess a basic knowledge of local cultural diversity and how District services are best provided. Other knowledge expectations include but are not limited to:

MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE:
- Operating knowledge of and experience with personal computers and peripherals;
- Operating knowledge of and experience with typical office equipment, such as scanner, copier, fax machine, etc.
- Operating knowledge of and experience with software programs for word processing, spreadsheets, and email; preference for experience with Google and Office 365 software packages;
- Working knowledge of a variety of vendor software, District’s worker’s compensation software, and District’s employee tracking software are required within 60 days of hire.

JUDGMENT AND DECISION MAKING: Work is self-directed upon assignment by the Chief Operating Officer or Superintendent and guided by Mesa County Valley School District 51, federal, and state policies, procedures, rules, regulations, and laws. As a self-insured organization, this position requires thoughtful and timely attention to detail while using strong analytical, independent judgment, and prioritization skills. Social competency in communication with others, the ability to negotiate in a tactful and respectful manner as well as sensitivity and concern in daily interactions is expected. Employee is expected to act within standards and established procedures to make decisions and problem solve. While errors made in decision making could potentially result in substantial impact to the District, the employee’s Supervisor is involved only in major discussions/decisions.
DIVERSITY OF DUTIES: Work duties are varied but administrative in nature requiring a level of expertise regarding risk management and industry norms, trends, and best practices. Employee is responsible for monitoring, assessing, and informing leadership of any pending/proposed relevant legislation changes and their potential impact. Duties require proficiency in multiple software systems, knowledge of our school district structure, culture, practices, and procedures, and the ability to negotiate contracts on the District’s behalf. General knowledge base of this employee includes Colorado employment law and our Human Resources Department procedures, Decisions and actions of the Risk Manager have long-term implications to the organization and an error could substantially impact the financial health, personnel morale, and good-standing of the organization.

PHYSICAL DEMANDS: Physical requirements are those typical of an office environment including but not limited to:
- Comfortably navigating distance and environment:
- Navigate from desk to counter, printer, copier and other department offices/locations 50+ times in a shift;
- Navigate administrative building complex including the parking lot and between buildings up to 10+ times in a shift;
- Navigating environment is primarily administrative building interiors with some travel outside between compound buildings.
- Surfaces and environmental terrain can vary from (but are not limited to):
- Carpet, tile, wood, concrete, asphalt, grass, curbs, uneven gravel and dirt, uneven ground,
- Outdoor surfaces may be slippery with water, ice, snow or mud in inclement weather,
- Other surfaces and environmental terrain:
- Infrequent requirement to climb stairs outside or inside, less than 2 times in a shift;
- Infrequent requirement to navigate over/around obstacles such as furniture, boxes, office equipment, etc. less than 5 times in a shift,
- Surfaces and environmental terrain can vary from (but are not limited to):
- Stationary requirement to continuously and comfortably sit or stand at assigned desk for up to 2 hours in one session.
- Essential sensory and communicative activities include:
- Continuously using hearing and speaking to exchange information in person, and or via telephone;
- Continuously using, focus, color, depth, peripheral, long and near vision to monitor, assess, and determine. Requires clear close vision, at 20 inches or less, and the ability to adjust focus which may cause eye strain;
- Possess dexterity of hands to operate office equipment necessary to perform job functions including but not limited to repetitive hand motions from prolonged computer work.
- Physical agility and strength include but are not limited to:
- Frequently lift, carry, or push weight up to 10 pounds, occasional need to lift, carry, or push weight up to 50 pounds. Note: lifts over 50# require a two-person technique;
- Ability bend, stoop or squat to pick up items from the floor, shelves, counters, cupboards or other district property;
- Ability to extend arms and hands to reach shelves above head, into file cabinets, and across desk surfaces.
WORK ENVIRONMENT: The employee is occasionally exposed to moving mechanical parts in office equipment. The noise level in the work environment can fluctuate from quite to moderately loud.
