SUMMARY OF FUNCTION

The Chief of Instruction is a critical member of the Executive Leadership Team, responsible for driving instructional excellence and significantly improving student outcomes across the D11. This leader will champion the district’s instructional vision, ensuring its effective implementation and impact across all schools. This includes accountability for the quality of teaching and learning, professional development, program implementation, and assessment practices.

Core Responsibilities:

The Chief of Instruction leads the district’s instructional vision, driving the design, implementation, and continuous improvement of high-quality Tier I instruction, including best first instruction and specialized models. This leader champions research-based practices, guiding their adoption and adaptation to meet diverse student needs while collaborating closely with the Chief of Curriculum and Chief of Student Experience and Success to integrate curriculum, instruction, and student experience. They oversee a robust coaching infrastructure, the training and support of coaches, professional learning teams, and instructional personnel to improve teaching practices and student outcomes. The Chief of Instruction develops and implements comprehensive professional development aligned with the district’s strategic plan and cultivates a culture of continuous improvement. They collaborate with leadership to create unified improvement plans, establish clear goals, and monitor progress toward increased student achievement. The Chief of Instruction is accountable for improving student outcomes, establishing clear metrics, driving implementation, and fostering data-driven decision-making. They regularly communicate progress and challenges to the Superintendent, leadership team, and school board.

ESSENTIAL JOB FUNCTIONS

  • Establish and refine collaborative structures across D11 to maximize the impact of coaching and development.
  • Collaborate routinely with the Chief of Curriculum and Chief of Student Experience and Success to ensure aligned, comprehensive support.
  • Serve as a key partner with central and school resources to develop and implement student-focused instructional priorities.
  • Develop plans and supports for the teacher development pipeline and new-to-profession teachers.
  • Refine coaching and professional development structures to ensure effective instructional practices and supports.
  • Develop nimble response and resource deployment structures to address student, educator, and school-specific needs.
  • Define and support the vision for the K-12 Coaching and Development program, ensuring alignment with district priorities and increased student outcomes and directly supporting school-based coaching aligned to district and school improvement plans.
  • Lead change initiatives to optimize conditions for instructional framework implementation and student engagement (e.g., instructional minutes, grading practices, student agency, peak experiences).
  • Develop and manage the Academics budget, ensuring efficient resource use and adherence to fiscal policies.
  • Prepare reports and presentations for the Superintendent and Board of Education on progress, key performance indicators, coaching, professional learning, and academic trends.
  • Lead district teams focused on instructional practices and programs to increase student achievement.
  • Interpret, implement needed measures, and communicate relevant federal, state, and district laws, policies, and procedures.
  • Respond to inquiries from stakeholders and Board of Education committees and provide information and recommendations.

Performs other related duties, as assigned, for ensuring the efficient and effective functioning of the work unit.

  • Knowledge of current research and issues in instructional coaching and curriculum and instruction; particularly in the content areas of data literacy and data culture.
  • Knowledge and ability to think flexibly and to adapt work to the needs of the Academics Department
  • Demonstrated ability to consult with a variety of groups and individuals.
  • Demonstrated ability to work flexibly on a collaborative team.
  • Demonstrated flexible thinking and ability to work in ambiguity.
  • Experience in working with adult learners.
  • Demonstrated expertise in specific content areas and best practices for all students ranging in abilities from special needs to accelerated learners.
  • Demonstrated leadership skills in professional development including organizing and facilitating sessions.

QUALIFICATIONS

Bachelor’s degree in related field (required)

Minimum of five years of successful teaching experience.

Minimum of three years of successful coaching experience and previous successful experience working with adult learners.

Minimum of 7 years of professional experience in K-12 public education,with at least 3 years in school based or central department leadership roles.

Demonstrated strong commitment to leading for equity for marginalized students and their academic outcomes.

Demonstrated understanding of a PK-12 perspective.

Demonstrated strong leadership skills and ability to support school teams to take District priorities to scale in their buildings.

Experience effectively facilitating professional development.

Deep understanding of grade-level standards and instructional practices that impact student outcomes.

Attendance of the foundational eight days of Cognitive Coaching Seminar or other coaching program recommended, but not required.

WORKING CONDITIONS

The usual and customary methods of performing the job’s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 40% sitting, 30% walking, and 30% standing.  The job is performed under minimal temperature variations and in a generally hazard free environment.

PHYSICAL DEMANDS

The work is mostly sedentary with periods of light physical activity, and is performed in office surroundings.  Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs; bend; reach, hold, grasp and turn objects; and use fingers to operate computer keyboards.  The work requires the ability to speak normally and to use normal or aided vision and hearing.

SALARY RANGE
From: $140, to $170,000/year

Per approval by the Board of Education: All Executive Professional employees shall be allocated $1500 annually towards a Professional Development Fund (PDF). Amount allocated will be prorated based upon date and length of hire. Rules and restrictions of use provided in the Executive Professional Meet and Confer Handbook – ARTICLE 8. PROFESSIONAL DEVELOPMENT FUND.

Mileage:

Per annual approval by the Board of Education: Employees shall be reimbursed at the rate established by the Board when a privately owned automobile is required to be used in the performance of official duty. Rules and restrictions of use provided in the Certified Teachers CSEA Master Agreement – Article 10.6 TEACHING CONDITIONS/ASSIGNMENTS and/or the Educational Support Professional Meet and Confer Handbook – 17.4 MILEAGE ALLOWANCE.
