Job Title:  Director / Principal of Early Childhood Programs

Revised: May 2019

Salary Grade:  $60-65,000

Work Year:  210 days

Department:  The Center Early Childhood Programs

Reports To:  Superintendent, Lake County School District

SUMMARY        The Director / Principal is responsible for all aspects of running the preschool.  The Director / Principal is responsible for overseeing instruction, curriculum, assessment, family engagement, and professional development, as well as for ensuring that the school meets all the requirements of Head Start and the State of Colorado.  The Director / Principal is expected to demonstrate leadership skills in all aspects of the job.  He or she is responsible for the collective success of the school, including the learning, growth and achievement of both children and staff.  She or he will create systems that maximize the utilization of resources and human capital, foster collaboration, and facilitate constructive change with a commitment to equity and continuous improvement.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

D             15%        Lead, participate in, and monitor the development and implementation of goals, objectives, and policies of The Center Early Childhood Programs (including Early Head Start, Head Start, CPP and Child Care). Develops and implements plans to support program improvement both to enhance quality and correct noted deficiencies.

D             15%       Provide support, oversight and leadership to the management team on all projects including but not limited to overall program design, data collection and use, ongoing-monitoring, curriculum and child and family services for both home visiting and preschool program structures, family engagement practices, health and safety structures, transportation, and overall coordination of services for children and families.

A             15%        Prepare grant packages with the assistance of the Business Manager for submission to Administration for Children and Families (ACF), Colorado Preschool Program, Head Start, CACFP, and private foundations (AV Hunter Trust and Temple Hoyne Buell Foundation). Facilitate the completion of reporting requirements for all preschool grants.  Serve as the Head Start Director and CPP coordinator.  Facilitate monthly enrollment reporting for Head Start and Early Head Start.  Facilitate CPP Request for Proposals process and selection in the community.

W            3%          Oversee and support the Business Manager with preparation and management of all budgets including Early Head Start, Head Start, CPP, and The Center Child care budget.

M            5%          Facilitate annual review and update of Community Assessment and annual on-going monitoring and self-assessment systems.  Design data collection needs, review of data, compile information and reports for these documents.  Facilitate the program planning process.  Coordinate PIR report. Ensure that the program design reflects community needs, program strengths and areas for improvement, as well as meeting all State and Federal guidelines.

M            5%          Lead hiring and staffing decisions.  Conduct regular management team meetings and staff PLC as necessary. Facilitate orientation processes for all new hires.  Develop transition and training plans.

W            5%          Develop and coordinate annual training and professional development for overall program, governing board and Policy Council, and also the individual needs of The Center’s staff including the management team, and teaching and home visiting staff.

W            5%          Provide oversight and coaching to the Early Head Start home visitor. Assist with training needs and provide support with implementation of Parents as Teachers Curriculum. Participate with home visits and group socialization events as necessary for support and to ensure quality services and adherence to Early Head Start performance standards.

W            15%        Supervise management team (FCPM, Health Manager, Transportation Manager, Business Manager, Child Care Director, Assistant Director of Education), preschool (teachers, assistant teachers, aides), and home visiting staff (Home Visitor) including the completion of performance appraisals. Oversee supervision of support staff.  Revise job descriptions and evaluations forms.

A             3%          Create the annual daily schedule for teachers and support staff. Support the Child Care Director in monitoring and maintaining staff, substitutes and scheduling to provide appropriate coverage.

W            2%          Collaborate with child care programs, community agencies, and School District programs, including K-2 staff to provide quality services to Head Start and CPP families and streamline services at The Center Early Childhood Programs.

W            3%          Place children in classrooms and develop the class list. Participate in the Child Care Collaboration team to insure seamless services to all preschool children and families from enrollment through program completion.

D             2%          Provide oversight with the health and developmental screening and referral process to ensure children with special concerns are identified.  Participate with preschool the CAT process. Assist with the oversight and implementation of behavior plans, and act as the point person for preschool discipline concerns and support.

W            2%          Monitor staff qualification levels and determine next steps and needs. Create professional development plans for teaching staff.  Support and monitor teacher progress in meeting educational goals as required by the Head Start Act.

W            2%          Participate in and attend a variety of professional group meetings, and participate in an effective communication system supported by the groups.  Attend Policy Council, BERT Team, and Interagency meetings. Facilitate manager meetings. Attend Colorado Head Start Association Serve as a resource to assure duties are understood in accordance with Head Start shared governance requirement and CPP Quality Standards.  Attend School Board meetings when requested.

Y             1%          Follow-up on an ongoing self-assessment and monitoring system to improve program operation and services to families.  Monitor annual program goal strategies & progress including committee work.

D             1%          Develop monthly Director reports for governing boards.

D             1%          Be an expert in the regulations, guidelines & procedures for Early Head Start, Head Start & The Center contained in the Colorado State Childcare Regulations, Head Start Performance Standards and Colorado Preschool Program guidelines. Work with the Management Team to insure that all regulations and procedures are followed.

Ongoing 1%         Perform other duties as assigned.
