Job Description

SUMMARY:

Perform a variety of complex administrative, accounting, financial, budgeting, and reporting functions to assure the effective and efficient fiscal operation of approximately 85 Federal, State, and local grants and projects totaling over $14 million annually.  Monitor the inflow and outflow of district grant funds.

Job Tasks Descriptions
  1. Analyze district grant applications and budgets to assure district compliance with the intent and scope of the grants as written in order to make recommendations to grant administrators on how best to revise their applications/budgets to maintain a continuous, uninterrupted inflow of grant funds.
  1. Create, analyze and reconcile general ledger accounts and budgets for compliance with GAAP, governmental accounting standards, and CDE chart of accounts.  Enter budget and budget revisions in compliance with federal, state, and other grantor agency requirements.
  1. Devise systems and monitor and review transactions to assure grant expenditures are properly recorded.  Create and enter adjusting journal entries as needed to comply with GAAP, governmental accounting standards, and grantor agency requirements.
  1. Research and collaborate with all grantor agencies regarding grant specific regulations, guidelines, federal, state, and local laws to assure district compliance with them.
  1. Travel to, meet with and advise grant implementers and their support staff in grant accounting, finance, and budgeting procedures.
  1. Travel to, meet with and advise Executive Instructional Directors and staff in writing of grants and grant budgets with the goal of maximizing district success in receiving grant awards.
  1. Coordinate and execute month end and grant year-end closing transactions and prepare entries and schedules in accordance with GAAP, governmental accounting standards, and grantor agency requirements.
  1. Prepare quarterly, semi-annual, and year-end reports to granting agencies.
  1. Advise district grant implementers in preparing Supplemental Budgets for the District School Board, answering questions for the Board in the implementer’s absence, prepare reports for District grant implementers.
  1. Research District Board Policies and Procedures, along with Union Agreements, in order to assure that they are being followed in conjunction with grant expenditures.
  1. Monitor all grant cash positions to assure that the district has adequate grant cash flow to meet the needs of the programs.
  1. Compile documentation required for and the filing of Request for Funds to grantors.
  1. Prepare for annual audits by the District’s independent auditors, as well as audits by grantor agencies.
  1. Perform other duties as assigned.

EDUCATION AND RELATED WORK EXPERIENCE:

  • Bachelor’s degree in Accounting.
  • More than two years and up to and including three years of experience in reconciliation, auditing, governmental accounting.

LICENSES, REGISTRATIONS or CERTIFICATIONS:

  • Criminal background check required for hire.
  • Valid Colorado driver’s license.
  •  CPA license preferred at hire, but never required.

TECHNICAL SKILLS, KNOWLEDGE & ABILITIES:

  • Oral and written communication skills.
  • Analytical skills
  • Interpersonal relations skills.
  • Knowledge of Microsoft Office software.
  • Knowledge of district accounting procedures, Generally Accepted Accounting Principles, Governmental accounting standards, and federal, state, and local regulations.
  • Ability to promote and follow Board of Education policies and building and department procedures.
  • Ability to communicate, interact and work effectively and cooperatively with people from diverse ethnic and
    educational backgrounds.
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator.

MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE:

  • Operating knowledge of and experience with Microsoft Office Software.
  • Operating knowledge of 10 key machine and desktop computer use.
  • Operating knowledge of accounting software preferred at hire; required within 3 months after hire.

JUDGEMENT AND DECISION MAKING

Work is self-directed and assigned by Director of Financial Services. Work is guided by Mesa County Valley School District 51, federal, and state policies, procedures, rules, regulations, and laws.  Requires judgment to produce practical courses of action involving corrections or adjustments within the established procedures.  Decision making requires collaboration with Grantor agencies, Executive Instructional Directors, program coordinators, principals and other school staff, other administrative staff both within and across departments.  Many routine decisions are made independently of any collaboration.  Supervisor is involved only in major decisions.

DIVERSITY OF DUTIES:

Diversity of duties includes good organizational skills with the ability to work with interruptions and manage multiple priorities.  Also must have computer software skills; understanding of a variety of laws including NCLB, Special Ed, and other federal and state laws; public relations skills; ability to work with a variety of individuals; and ability to negotiate with State and other grantor agencies.  Work duties are varied and require use and occasional modification of general guidelines.

WORK ENVIRONMENT:

The noise level in the work environment is usually moderate.

MENTAL FUNCTIONS

While performing the duties of this job, the employee is regularly required to communicate, use interpersonal skills, compile.  Frequently required to compare, analyze, coordinate, compute, evaluate.    Occasionally required to copy, instruct, synthesize and negotiate.
