DISTRICT and COMMUNITY PROFILE:

 

District: Manitou Springs School District 14 serves approximately 1400 students from Preschool to 12th Grade who reside in the communities of Manitou Springs, Cascade, Green Mountain Falls, Chipita Park, Crystal Park, and Cedar Heights. We serve over 400 “choice” students who come to our district from other locations in El Paso and Teller Counties.

 

Community: Manitou Springs is a small, mountain community to the west of Colorado Springs, Colorado.  This historical, tourist town is scenically beautiful and a perfect spot if you love the outdoors, where people know and care about each other.  Manitou is a community where residents are long-term and support their local school district.  It’s a terrific place that’s “big enough” but “not too big.” https://manitousprings.org/. JOB PROFILE SUMMARY: The Director for Human Resources provides dynamic leadership for recruiting, hiring, retaining, and supporting staff. The Director will support the staffing and evaluation processes and provide oversight for personnel matters. The Director develops required reports and surveys and promotes positive and equitable workplace environments. The Director provides guidance regarding applicable state and federal laws, board policies, and personnel procedures and practices.

 

REQUIREMENTS:

 

  • Initial or Professional Principal or Administrator License: Colorado Department of Education
  • Master’s degree
  • A minimum of 3 years of PreK-12 educational experience
  • A minimum of 3 years of school and/or district level administrative experience
    • Preferred 3+ years as a building principal, PreK-12 human resources administrator, and/or higher education resources administrator (supervised licenced and classified staff)
  • Demonstrated success as an instructional leader (professional development/ curricular/program development/instructional delivery/pedagogy)
  • Demonstrated experience in establishing and maintaining a positive, proactive, safe and innovative climate for students and staff
  • Demonstrated experience in team-building (collaborative, kind, honest)
  • Demonstrated ability to communicate to all stakeholders in multiple ways
  • Demonstrated success as someone who builds strong relationships with stakeholders

 

JOB DESCRIPTION:

  • Administers human resources policies, procedures, and practices as well as monitoring consistent, district-wide application (including mandatory reporting)
  • Approves hire recommendations, staffing changes, and volunteer processes
  • Develops and maintains job descriptions for all staff
  • Develops, reviews, recommends, and evaluates human resources policies, procedures, and practices
  • Acts as a liaison with colleges, universities, and other stakeholder groups for recruiting quality staff
  • Directs and develops opportunities for interns, student teachers, and observation requests
  • Directs and supervises Human Resources staff
  • Ensures accurate and timely submission of local, state, and federal reports
  • Ensures compliance with and equitable and fair administration of all applicable laws, policies, procedures, and practices
  • Ensures non-administrative licensed staff requirements are met
  • Fosters a respectful, responsive, and service-oriented work environment
  • Develops strong systems for hiring and interview processes (i.e., interview teams, orientations, committee work, and Human Resources programs, position management)
  • Monitors the performance of all licensed and classified substitute staff including recommendation for employment and substitute orientations
  • Oversees in partnership with CFO all staff contracting and wage placement
  • Promotes opportunities for staff member physical, social, and emotional wellness
  • Provides guidance to administrators and supervisors regarding personnel concerns
  • Provides monitoring, guidance, and training to administrators and supervisors for recruitment, hiring, retention, and evaluation
  • Provides monitoring, guidance, and training to administrators and supervisors for personnel-related laws, regulations, and policies
  • Develops processes for internal and external mediation and conflict resolution.
  • Provides problem solving assistance in support of administrators and supervisors
  • Directs and supports investigations including allegations of harassment, sexual harassment, discrimination, Title IX, and other claims of wrongful treatment of staff
  • Supports the development, understanding, and respect for a culturally responsive work environment
  • Works with the Superintendent, Assistant Superintendent, and Chief Financial Officer in the student projection/planning/staffing process
  • Works with the Superintendent and Chief Financial Officer in the compensation and benefits area
  • Serves as a member of the district leadership team and attends all meetings, including the preparation and presentation of reports as necessary
  • Attends building leadership, staff, and/or parent/community meetings as necessary
  • Reports consistently for work as scheduled
  • Performs other duties as assigned

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to create, access, input, retrieve, and manipulate information in various software systems
  • Ability to establish and maintain effective working relationships with district personnel and members of the public

  • Knowledge of personnel laws, policies, procedures, and practices
  • Knowledge of school-based processes and operations
  • Proven experience in dealing with challenging situations
  • Proven experience in making improvements to programs and processes
  • Proven successful supervisory experience
  • Strong organizational, interpersonal, writing, listening, and verbal communication skills
